Thomas E. Lambert is Associate Professor of Practice in Equine Administration and Economics at the University of Louisville, USA. He has done and continues to teach and perform research in the areas of economic history, gambling, public policy analysis, program evaluation, urban economics, and urban planning as well as the applications of heterodox theory and concepts to these issues.
